On this page
Among twelve cities often considered for long stays, São Paulo has the highest asking rent (R$ 65.78 per m², September 2026) and by far the most international air traffic. Fortaleza has the lowest rent, R$ 42.22 per m², but the fastest rise. Santa Catarina, home of Florianópolis, and São Paulo state had the lowest violent death rates in 2025, at 7.6 and 7.8 per 100,000.
This page compares the twelve cities on four things you can measure: rent, safety, climate and flights. It then sketches what each city is like to live in. It covers any nationality.
What the comparison measures
Each column uses one dataset with a date, so the cities compare on equal terms.
- Rent: average asking rent per m², September 2026. It reflects online listings for ready apartments, not signed leases. Furnished short-term rentals cost more.
- Safety: intentional violent deaths per 100,000 people by state, 2025. These are state rates. A capital’s own rate can differ a lot from its state’s, and neighborhoods within a city differ even more.
- Climate: 30-year climate normals for 1991–2020.
- Flights: international passengers at the main airport, January to July 2025.
Internet speed, coworking, nightlife and neighborhoods vary within each city. The city sketches below give a general picture; visit before you commit.

Campinas airport (VCP), also in São Paulo state, ranked fourth nationally for international passengers in the same period, with 650,885. It is Azul’s main hub.
International passenger counts show traffic, not routes. Nonstop routes to the US and Europe change by season, so check airline schedules for your dates. From the smaller airports, most international trips connect through São Paulo.

Condo fees (condomínio) and the municipal property tax (IPTU) are often charged on top. The national average for 36 cities was R$ 54.77 per m², up 9.13% in 12 months. Rio de Janeiro has a tropical coastal climate. Summer from December to March is hot and humid, with heavy afternoon storms. Winter from June to August is mild and drier. João Pessoa’s figures are the yearly average daily high and low, and the city stays warm all year.
The rainy season falls in different months by region:
- Southeast and Center-West: the wettest month is January in São Paulo (292 mm), December in Belo Horizonte (339 mm) and November in Brasília (253 mm). Brasília’s July averages 1.5 mm, so its dry season is very dry, with low humidity.
- Northeast coast: rain peaks in April in Fortaleza (385 mm), May in Salvador (302 mm) and June in Recife (391 mm), Natal (349 mm) and João Pessoa (369 mm).
- South: Curitiba’s wettest month is January (226 mm). Porto Alegre’s is July (164 mm), and its rain is spread through the year.
Most Brazilian homes have no central heating. In Curitiba, Porto Alegre and São Paulo, a cold July night indoors can feel colder than the numbers suggest. Pack layers or rent a place with a heater. For month-by-month travel weather, see best time to visit Brazil.
Safety: state rates and their limits
State violent deaths per 100,000 for 2025:
- Lowest among the twelve: Santa Catarina 7.6, São Paulo 7.8, Distrito Federal 9.6.
- Middle: Rio Grande do Sul 11.3, Minas Gerais 12.9, Paraná 15.5, Rio de Janeiro 22.6, Paraíba 24.6.
- Highest: Rio Grande do Norte 29.1, Pernambuco 33.0, Ceará 34.7, Bahia 36.8.
Rio Grande do Norte rose from 24.4 in 2024 to 29.1 in 2025. Rio de Janeiro and the Distrito Federal also rose slightly. The other nine states on the list fell.
These figures count homicides and other intentional deaths among residents. They do not measure risk to visitors, and they hide large gaps between neighborhoods. In every city on this list, you can find calmer, walkable areas and areas to avoid. Ask locals before you sign a lease. Read is Brazil safe for city figures and safety habits.
The twelve cities in brief
São Paulo is Brazil’s largest city and business center. It has the best flight links, the widest choice of coworking spaces and a huge food and arts scene. Pinheiros, Vila Madalena and Jardins are popular with foreigners. Expect traffic and no beach.
Rio de Janeiro combines city life with beaches and mountains. Botafogo, Flamengo, Copacabana, Ipanema and Leblon in the Zona Sul are the usual bases. Rent has risen fast, and street crime needs constant care.
Florianópolis sits mostly on an island in Santa Catarina, with dozens of beaches and a growing tech sector. Lagoa da Conceição and the northern beaches are popular. Summer brings crowds and higher prices; winter is quiet and cool.
Belo Horizonte is the capital of Minas Gerais, known for its food, its neighborhood bars (botecos) and its mild, hilly setting. It is a good base for historic towns such as Ouro Preto. It has no beach and fewer foreign residents.
Curitiba is a planned city known for its bus rapid transit system and parks. It is the coolest city on this list and one of the more orderly. Expect grey, damp winters.
Porto Alegre is the capital of Rio Grande do Sul, with a strong gaúcho culture of churrasco and chimarrão. It sits on Lake Guaíba and has cold winters. It is close to Uruguay and Argentina.
Brasília is the modernist capital, designed by Lúcio Costa and Oscar Niemeyer. It is spread out and built around the car. The dry season from May to September brings clear skies and very low humidity.
Salvador was Brazil’s first capital and is the center of Afro-Brazilian culture, from candomblé to capoeira to the drum groups of Pelourinho. Neighborhoods such as Barra and Rio Vermelho are common bases. Treat its communities and religious spaces as hosts, and ask before you photograph ceremonies.
Recife has the beachfront district of Boa Viagem and sits next to colonial Olinda. Its rent is higher than its size suggests. Shark warnings limit swimming on parts of the city beach.
Fortaleza has long urban beaches and steady trade winds. It is a base for kitesurfing coasts to the west, such as Jericoacoara and Cumbuco. Rents are the lowest on this list but rising fast.
Natal is known for its sand dunes, especially at Genipabu to the north, and for beach towns such as Pipa to the south. It is smaller and quieter than the other Northeast capitals.
João Pessoa is a calm, green coastal capital near Ponta do Seixas, the easternmost point of the Americas. It has a slower pace, lower rent than Recife, and limited international flights.
What the data points to
Match the city to your top priority.
| Priority | Cities the data points to | Trade-off in the same data |
|---|---|---|
| Lowest state violence rate | Florianópolis, São Paulo, Brasília | Florianópolis and São Paulo are among the four highest asking rents |
| Lowest asking rent | Fortaleza, Natal, Porto Alegre | Fortaleza and Natal rents rose over 16% in 12 months |
| Warm all year | Fortaleza, Natal, Recife, Salvador | Their states have the four highest violence rates in the table |
| Cool winters | Curitiba, Porto Alegre, São Paulo | July means of 13.8 °C to 16.3 °C (56.8 °F to 61.3 °F) |
| International flights | São Paulo, Rio de Janeiro, Florianópolis | São Paulo and Rio are among the three highest asking rents |
No city wins on every column. Pick two priorities, then rent short before you sign a long lease. A month in a furnished place lets you test the neighborhood, the noise, the internet and the commute.
Who should look elsewhere
Skip the big Northeast capitals if heat and humidity wear you down; there is no cool season there. Skip Curitiba and Porto Alegre if you want beach life or cannot stand grey, cold winters indoors without heating. Skip São Paulo if you need nature close by or hate traffic. Skip the smaller capitals if you fly home often, since most routes connect through São Paulo.
