São Paulo state has the lowest violent-death rate of the three states (7.8 per 100,000 in 2025). The city is also the most expensive to rent in (R$ 65.78 per m²) and the largest by international air traffic. Rio de Janeiro state sits at 22.6 and Bahia at 36.8. Pick São Paulo for connections and food, Rio for the coast and museums, and Salvador for Bahia and Afro-Brazilian culture.

The short answer

Each city suits a different trip. The best base depends on what you want to do between flights.

Rio de Janeiro is the classic first stop. It has beaches inside the city, forested mountains, Sugarloaf and Christ the Redeemer, and easy day trips along the coast. Theft on the beach strip is the main downside.

São Paulo is Brazil’s biggest city and its business and flight hub. It has the country’s best restaurants, museums and nightlife, but no beach and a reputation for traffic. It works best as a short stop or for travelers who like big cities.

Salvador is the capital of Bahia and the center of Afro-Brazilian culture in Brazil. It has a colonial old town, beaches along the bay and the ocean, and a strong music and food scene. It is the gateway to the Bahia coast and the Recôncavo.

A rate per 100,000 residents measures risk to residents, much of it concentrated in specific outlying areas. It is not a visitor crime rate. For travelers, the realistic risks are phone theft, pickpocketing and muggings in busy areas.

Safety, by area

UK government travel advice names theft areas in two of the three cities.

  • Rio: Copacabana beach, Ipanema beach, Lapa and Santa Teresa, plus armed robbery on the Corcovado trail.
  • São Paulo: Avenida Paulista, the historical downtown, the Rua Augusta red light districts, Catedral da Sé, Praça da República, the Estação da Luz area and Pinheiros.
  • Salvador: for north-east Brazil, the advice warns of theft from hotel rooms and muggings, and recommends taxis after sunset instead of walking.

Check before you go: In Salvador, ask your host which streets to avoid near your lodging and which are fine to walk after dark. Advice is local and can change from one block to the next.

Getting there

Each airport has a rail or bus link that costs under R$ 6. Rio’s BRT from Galeão costs R$ 5.00 (about US$1, checked Oct 2026). São Paulo’s Expresso Aeroporto costs R$ 5.40 (about US$1, checked Oct 2026) after a free aeromóvel ride from the terminals. Salvador’s Line 2 metro costs R$ 4.10 (about US$0.80, checked Oct 2026). Rio’s metro costs R$ 7.90 (about US$1.60, checked Oct 2026).

Do not hail taxis on the street. Book through the official app, or use the authorized taxi booths at airports. Details are on Uber, 99 and taxis.

Flights link all three cities many times a day. The Rio to São Paulo air shuttle is one of the busiest routes in South America. Salvador is a short flight from both. Buses also connect them, but the rides are long, especially to Salvador. Compare options on domestic flights and long-distance buses.

When to go

Rio and São Paulo share a rainy summer, from November to March. Salvador’s rainy season runs from about April to July instead.

Salvador is warm all year, with a yearly mean of 25.6 °C (78.1 °F) and a coolest month at 23.7 °C (74.7 °F). It gets 1,833 mm (72 in) of rain a year, with the wettest month in May (302 mm). São Paulo is the coolest of the three. Its coolest month averages 16.3 °C (61.3 °F), and its wettest month is January (292 mm). Rio sits between the two: hot and humid in summer, mild and drier from June to August.

Carnival is the biggest event in all three cities, and prices rise sharply that week. See best time to visit Brazil for the full calendar.

Where to base

Rio. It suits a trip built on the coast, the museums and the port district’s Afro-Brazilian sites. Stay in a Zona Sul neighborhood with a metro station. The cost is a higher theft risk on the beach strip. See where to stay in Rio.

São Paulo. It suits a short stop around an international flight, since Guarulhos handled almost three times Rio’s international passengers in the first seven months of 2025. Stay near a metro line in a central neighborhood. It has no coast.

Salvador. It suits a trip centered on Bahia. Stay in the historic center for culture or in Rio Vermelho and Barra for restaurants and the sea. See Salvador beyond Pelourinho and the Afro-Brazilian travel guide.

What to do

In Rio, ride the cable car up Sugarloaf, visit Christ the Redeemer, walk the Jardim Botânico and swim at Ipanema. In the port district, see the Valongo Wharf, a UNESCO site, and the Museu do Amanhã.

In São Paulo, visit the Pinacoteca and the MASP art museum, walk Ibirapuera Park and eat at the Mercado Municipal. The city has one of the world’s largest Japanese communities outside Japan, centered on Liberdade.

In Salvador, walk the Pelourinho, ride the Elevador Lacerda between the upper and lower city, and eat acarajé from a Bahiana’s stall. Watch capoeira, hear Olodum or another bloco drum, and take a day trip to the Recôncavo.

Costs

The table above gives airport fares and long-stay rents. For a traveler staying a week, the main cost is lodging.

São Paulo is the most expensive for hotels on weekdays, when business travel fills rooms. Rio is the most expensive on weekends and in summer. Salvador is usually the cheapest of the three outside Carnival. Compare nightly rates on booking sites for your exact dates, and see Brazil travel budget for daily costs.

Skip it if

  • Skip Salvador as a first base if you want to walk freely at night. Plan evenings by taxi or app ride.
  • Skip Rio as a base if you cannot keep your phone out of sight on the street between 4 p.m. and 9 p.m., when theft peaks.
  • Skip São Paulo if you want a beach. The nearest coast is a few hours away by road.
